What is Open nettest?
Open Nettest is a versatile platform designed for collecting, processing, and visualizing data related to service quality and quality of experience. It comprises web-based clients, mobile clients, hardware probes, a data portal, and backend infrastructure.
The platform is valued for its reliability and measurement accuracy, achieved through years of refining testing methodologies. Unlike commercial alternatives, its test servers are hosted at major domestic and international internet exchange points, situated outside internet service provider networks. Open Nettest is being further developed as part of the MoQoS project, co-funded by the Connecting Europe Facility. Project members include regulatory bodies from the Czech Republic, Slovakia, and Slovenia, the non-profit organization CZ.NIC, and Specure GmbH.
The project aims to foster collaboration among European telecommunications regulators by creating, reusing, and publishing open data related to broadband internet. A key component involves gathering service and experience quality data in line with current standards based on BEREC (Body of European Regulators for Electronic Communications) recommendations.
The platform and its foundational methodology have been adopted by multiple national telecom regulators, including Austria's RTR, Slovenia's AKOS, Serbia's RATEL, the Czech Telecommunication Office, Slovakia's regulator, Norway's NKOM, and Croatia's HAKOM. Test servers are hosted at key national internet exchange points in each country. Data collected by Open Nettest can also support further analysis, such as monitoring net neutrality compliance, fulfilling broadband coverage obligations, and identifying trends in broadband speed and quality. Additionally, Open Nettest provides visualizations of aggregated data through heatmaps.
