X’s EU User Base Continues to Shrink, According to DSA Report
X (formerly Twitter) has reported another decline in active users within the European Union, as disclosed in its latest Digital Services Act (DSA) transparency report. The platform’s EU user count has been steadily decreasing since November 2023, shortly after Elon Musk’s acquisition in late 2022.
Under the EU DSA, large online platforms must submit biannual reports detailing user metrics, content moderation efforts, and government requests. X’s latest filing shows a persistent downtrend, though the recent drop is described as slight.

Conflicting Claims vs. Reported Data
Despite Musk and X executives repeatedly claiming record-high engagement, the platform’s EU usage dipped 15% in H2 2025 and has remained stagnant into 2026. External data from SimilarWeb, cited by TechCrunch, further supports this trend:
- 302 million estimated mobile active users globally in June 2026.
- 123.7 million daily active users at the same time.
These figures contrast sharply with X’s self-reported 550 million monthly active users in May 2026. Historically, 85% of X’s users access the platform via mobile, making the discrepancy difficult to reconcile. While SimilarWeb’s tracking excludes web traffic, its data aligns with X’s declining DSA metrics.
Ad Revenue Plummets 70% Since Pre-Musk Era
X’s financial performance has also deteriorated. According to SpaceX’s Q2 2026 earnings report, the platform generated:
- $367 million in Q2 ad revenue.
- $710 million in H1 2026 ad revenue—an 18.4% YoY decline.
Compared to H1 2022 (pre-acquisition), X’s ad revenue has collapsed by ~70%, down from $2.2 billion.
Regulatory and Market Implications
The DSA-mandated disclosures provide rare transparency into X’s struggles, countering Musk’s optimistic assertions. While the report focuses on the EU, the broader decline suggests systemic challenges for the platform.
